History of the Philippine Institute of Civil Engineers, Inc., Eastern Province Saudi Arabia Chapter
The Philippine Institute of Civil Engineers, Inc. (PICE) Eastern Province Saudi Arabia Chapter has a rich history of dedication, growth, and service to the civil engineering community.
Founding and Early Years
The inception of PICE EPSA was driven by the efforts of a founding group of approximately 24 civil engineers, which grew to about 35 members before the first election took place. The initiative began at the International Philippine School in Al Khobar (IPSA), guided by a representative from the Western Region and another group from SCECO, Nesma & RSI.
In June 1999, these groups merged during a joint meeting to form the Association of Filipino Civil Engineers Eastern Province Saudi Arabia (AFCE EPSA). During this meeting, an Ad Hoc Committee on the Constitution and By-Laws (CBL) was established to draft the governing documents for AFCE EPSA.
By October 1999, the CBL was successfully ratified, and the first election for officers was held on October 29, 1999. Under the leadership of Mr. Andy Vicente, the elected President, the association faced numerous challenges but remained determined to become a chapter of the PICE National Chapter. Unfortunately, the first-year officers were unable to secure the chartering.
The second batch of officers, led by Narciso G. Mapalo, the newly elected President and former 1st Vice President, aggressively pursued the chartering process. Personal follow-ups and meetings with PICE National were conducted to meet the requirements for chartering. The administrative officers of PICE National advised that the association should establish its identity first before PICE National would consider their request.
As a result, AFCE EPSA applied for affiliation. The request for recognition as an affiliate organization was subsequently approved by the PICE National Board on July 27, 2001.
Growth and Development
Over the years, the chapter has grown significantly, both in terms of membership and activities. The chapter has organized numerous seminars, workshops, and training programs aimed at enhancing the skills and knowledge of its members. These events have covered a wide range of topics, from the latest advancements in civil engineering to essential soft skills for professional development.
Community Engagement
The chapter has also been actively involved in community service projects, reflecting its commitment to giving back to society. These projects have included outreach programs, disaster relief efforts, and initiatives aimed at improving local infrastructure. The chapter’s members have volunteered their time and expertise to make a positive impact on the communities they serve.
Milestones and Achievements
Throughout its history, the Eastern Province Saudi Arabia Chapter has achieved several significant milestones. These include hosting major conferences, receiving awards for excellence in engineering, and establishing partnerships with other professional organizations. The chapter’s achievements are a testament to the dedication and hard work of its members.
